Reading First is a federal initiative for elementary schools whose Third grade students do not perform well on state assessments (ISAT in Illinois). The program is based on the findings of the National Reading Panel Report and provides instruction and assessment in five areas of reading instruction: phonemic awareness, phonics, fluency, vocabulary, and text comprehension.
